It is up to each member to decide whether or not their photos are available or hidden from public searches.
When your items are hidden from searches they won't show up in public areas on Flickr (apart from your Photostream).

You can change your default options for new uploads in your account settings.
- Select Privacy & Permissions.
- Under Global Settings you will see the the setting ‘Hide your stuff from public searches’ | select Edit.
- Uncheck all of the checkboxes that apply.
- Select Save.
Unhide content already on your account:
For content already uploaded to your account, you can update your permissions through the Organizr:
- Hover over You | select Organize.
- Drag the photos you'd like to change into the batch area.
- Select Permissions | select Hide/show in public searches.
- Make your selection | select Change.
Note: Flickr doesn't control the contents of search engine databases. Read more here about how to remove your content from search engine results.
