Voyeur content on Flickr

As part of maintaining an environment where Flickr users can create meaningful and safe experiences, we simply do not tolerate sexualizing others without their consent on Flickr.

This includes posting or engaging with voyeur content on Flickr.

Voyeuristic content captures individuals in a secretive, exploitative manner that constitutes non-consensual sexualization. This form of harassment is prohibited in all circumstances, regardless of whether subjects are in public spaces.

Photos are considered voyeuristic when they:

  • Focus primarily on clothed or unclothed intimate body parts (breasts, buttocks, pubic areas) rather than the person or scene;
  • Capture subjects in compromising or vulnerable positions (bending over, adjusting clothing, unaware poses, upskirts);
  • Use long-range or hidden photography techniques suggesting secretive capture;
  • Are taken when subjects are reasonably unaware they are being photographed in a sexualized context.

Below, we describe types of content in common settings that would or would not be permitted under this policy. 

Please note that this is not an exhaustive list. You should refer to the definitions above to determine whether your content may violate this policy.

Beach photography:

Permitted

Prohibited

  • General beach scene;
  • Family activities;
  • Surf photography;
  • Portraits that present subjects naturally and in context.
  • Photos that sexualize or surveil specific individuals — including close-ups of body parts, images capturing compromising positions, long-lens shots isolating intimate areas, or systematically photographing individuals without their awareness.

Street photography:

Permitted

Prohibited

  • Candid documentation of public life;
  • Cultural scenes;
  • Urban environments;
  • Human interaction that maintains respect for subjects.
  • Focus on body parts rather than scenes;
  • Targeting compromising positions;
  • Curating collections that sexualize subjects through systematic demographic targeting.


This behavior is not permitted anywhere on Flickr, including public or private posts, groups, galleries, or favorites.
 

If we identify content or activity in your account that does not comply with this policy, we will reach out to both your FlickrMail inbox and the email address associated with your account. Our messages will include details about steps you can take to address the issue.

Egregious or account-wide violations of this policy may result in immediate account termination. We may also terminate the accounts of members who repeatedly violate this policy or refuse to address non-compliant content.
