The visibility of your content is defined by two factors: Privacy Settings & Safety Levels.
Privacy Settings
Privacy Settings let you control who can see your content, regardless of the Safety Level.
You can set each item’s privacy to be seen by everyone, no one, or just your Flickr contacts marked as Friends or Family.
If someone can't see an item in your Photostream you will need to make sure that the correct permissions have been applied.

Safety levels
Safety levels are used to define the kind of audience your content is intended for.
Please note that all content must be properly moderated, regardless of the Privacy Setting. This includes posts marked as Friends and/or Family and Private.
The Safety Levels available are:
SafeContent that is generally acceptable to a global, public audience. |
Think of content that is appropriate for public viewing in any setting. Content marked as safe should not include any explicit or suggested mature content (sexual, violent, graphic, etc). Note: Content that qualifies as Safe should not contain links to adult websites, have sexually explicit tags or descriptions, or be included in sexually explicit groups. In addition, medically graphic content, such as imagery showing open wounds, graphic surgical procedures, or other intense medical situations, should not be posted as Safe. |
ModerateContent that may be unacceptable to some audiences.

Think of content that is appropriate for mature audiences, but not graphic or explicit. This can include partial nudity (bare breasts and bottoms), sexually suggestive content, or injuries with significant bleeding, but no exposed internal trauma. |
RestrictedContent that must be restricted to limited audiences only. |
Think of content that is only appropriate for mature audiences because of its graphic or explicit nature. This includes full-frontal nudity (genitalia), sexual acts (including simulated sexual acts), catastrophic injuries, and other adult themes. Note: Videos uploaded to Flickr cannot contain Restricted content. Only photos may include Restricted content. |
Moderate & Restricted content are only visible to members who modify their SafeSearch preferences to see that level of content. Visitors not logged into a Flickr account will only see the content if it has the Safety Level set to Safe.
